Abstract: The existence of nonzero neutrino masses points to the likely existence of multiple Standard Model neutral fermions. When such states are heavy enough that they cannot be produced in oscillations, they are referred to as heavy neutral leptons (HNLs). In this white paper, we discuss the present experimental status of HNLs including colliders, beta decay, accelerators, as well as astrophysical and cosmological impacts. We discuss the importance of continuing to search for HNLs, and its potential impact on our understanding of key fundamental questions, and additionally we outline the future prospects for next-generation future experiments or upcoming accelerator run scenarios.

Abstract: This paper encapsulates details of the NEMO laser beacon's design, offering a profound contribution to the field of the time calibration of underwater neutrino telescopes. The mechanical design of the laser beacon, which operates at a depth of 3500 m, is presented, together with the design of the antibiofouling system employed to endure the operational pressure and optimize the operational range, enhancing its functionality and enabling time calibration among multiple towers. A noteworthy innovation central to this development lies in the battery system. This configuration enhances the device's portability, a crucial aspect in underwater operations. The comprehensive design of the laser beacon, encompassing the container housing, the requisite battery system for operation, electronics, and an effective antibiofouling system, is described in this paper. Additionally, this paper presents the findings of the laser beacon's qualification process.

Abstract: With the historic discovery of the Higgs boson our picutre of particle physics would have been complete were it nor for the neutrino sector and cosmology. I briefly discuss the role of neutrino masses and mixing upon gauge coupling unification, electroweak breaking and the flavor sector. Time is ripe for new discoveries such as leptonic CP violation, charged lepton flavor violation and neutrinoless double beta decay. Neutrinos could also play a role is elucidating the nature of dark matter and cosmic inflation.

Abstract: Powerful new multi-kiloton liquid scintillator neutrino detectors, including NOvA and, possibly, LENA, will come on-line within the next decade. When coupled with a modest-power decay-at-rest (DAR) neutrino source at short-baseline, these detectors can decisively address signals for neutrino oscillations at high Delta m(2). Along the greater than 50 m length of the detector, the characteristic oscillation wave will be apparent, providing powerful verification of the oscillation phenomenon. LENA can simultaneously perform (v) over bar (mu) -> (v) over bar (e) appearance and v(e) -> v(e) disappearance searches while NOvA is likely limited to v(e) disappearance. For the appearance channel, a LENA-like detector could test the LSND and MiniBooNE signal regions at > 5 sigma with a fiducial volume of 5 kt and a 10 kW neutrino source. The LENA and NOvA v(e) disappearance sensitivities are complementary to the recent reactor anomaly indicating possible (v) over bar (e) disappearance and would cover this possible oscillation signal at similar to 3 sigma.

Abstract: We study the prospects of pinning down the effects of non-standard antineutrino interactions in the source and in the detector at the Daya Bay neutrino facility. It is well known that if the non-standard interactions in the detection process are of the same type as those in the production, their net effect can be subsumed into a mere shift in the measured value of the leptonic mixing angle theta(13). Relaxing this assumption, the ratio of the antineutrino spectra measured by the Daya Bay far and near detectors is distorted in a characteristic way, and good fits based on the standard oscillation hypothesis are no longer viable. We show that, under certain conditions, three years of Daya Bay running can be sufficient to provide a clear hint of non-standard neutrino physics.

Abstract: NO nu A experiment has reoptimized its event selection criteria in light of the recently measured moderately large value of theta(13). We study the improvement in the sensitivity to the neutrino mass hierarchy and to leptonic CP violation due to these new features. For favourable values of delta(CP), NO nu A sensitivity to mass hierarchy and leptonic CP violation is increased by 20%. Addition of 5 years of neutrino data from T2K to NO nu A more than doubles the range of delta(CP) for which the leptonic CP violation can be discovered,compared to stand alone NO nu A. But for unfavourable values of delta(CP), the combination of NO nu A and T2K are not enough to provide even a 90% C.L. hint of hierarchy discovery. Therefore,we further explore the improvement in the hierarchy and CP violation sensitivities due to the addition of a 10 kt liquid argon detector placed close to NO nu A site. The capabilities of such a detector are equivalent to those of NO nu A in all respects. We find that combined data from 10 kt liquid argon detector (3 years of nu + 3 years of (nu) over bar run), NO nu A (6 years of nu + 6 years of nu run) and T2K (5 years of nu run) can give a close to 2 sigma hint of hierarchy discovery for all values of delta(CP). With this combined data,we can achieve CP violation discovery at 95% C.L. for roughly 60% values of delta(CP).

Abstract: We use the Borexino 153.6 ton.year data to place constraints on non-standard neutrino-electron interactions, taking into account the uncertainties in the Be-7 solar neutrino flux and the mixing angle theta(23), and backgrounds due to Kr-85 and Bi-210 beta-decay. We find that the bounds are comparable to existing bounds from all other experiments. Further improvement can be expected in Phase II of Borexino due to the reduction in the Kr-85 background.

Abstract: The ANTARES telescope is well-suited for detecting astrophysical transient neutrino sources as it can observe a full hemisphere of the sky at all times with a high duty cycle. The background due to atmospheric particles can be drastically reduced, and the point-source sensitivity improved, by selecting a narrow time window around possible neutrino production periods. Blazars, being radio-loud active galactic nuclei with their jets pointing almost directly towards the observer, are particularly attractive potential neutrino point sources, since they are among the most likely sources of the very high-energy cosmic rays. Neutrinos and gamma rays may be produced in hadronic interactions with the surrounding medium. Moreover, blazars generally show high time variability in their light curves at different wavelengths and on various time scales. This paper presents a time-dependent analysis applied to a selection of flaring gamma-ray blazars observed by the FERMI/LAT experiment and by TeV Cherenkov telescopes using five years of ANTARES data taken from 2008 to 2012. The results are compatible with fluctuations of the background. Upper limits on the neutrino fluence have been produced and compared to the measured gamma-ray spectral energy distribution.

Abstract: The decay rate of neutrinoless double beta (0 nu beta beta) decay could be dominated by Lepton Number Violating (LNV) short-range diagrams involving only heavy scalar intermediate particles, known as “topology-II” diagrams. Examples are diagrams with diquarks, leptoquarks or charged scalars. Here, we compare the LNV discovery potentials of the LHC and 0 nu beta beta-decay experiments, resorting to three example models, which cover the range of the optimistic-pessimistic cases for 0 nu beta beta decay. We use the LHC constraints from dijet as well as leptoquark searches and find that already with 20/fb the LHC will test interesting parts of the parameter space of these models, not excluded by the current limits on 0 nu beta beta-decay.

Abstract: We show that the reheating temperature of a matter-domination era in the early universe can be pushed down to the neutrino decoupling temperature at around 2 MeV if the reheating takes place through non-hadronic decays of the dominant matter and neutrino-antineutrino asymmetries are still large enough, vertical bar L vertical bar greater than or similar to O(10(-2)) (depending on the neutrino flavor) at the end of reheating.
