Abstract |
An observation of any lepton number violating process will undoubtedly point towards the existence of new physics and indirectly to the clear Majorana nature of the exchanged fermion. In this work, we explore the potential of a minimal extension of the Standard Model via heavy sterile fermions with masses in the [0.1-10] GeV range concerning an extensive array of “neutrinoless” meson and tau decay processes. We assume that the Majorana neutrinos are produced on-shell, and focus on three-body decays. We conduct an update on the bounds on the active-sterile mixing elements, vertical bar U-l alpha 4,U-l beta 4 vertical bar, taking into account the most recent experimental bounds (and constraints) and new theoretical inputs, as well as the effects of a finite detector, imposing that the heavy neutrino decay within the detector. This allows to establish up-to-date comprehensive constraints on the sterile fermion parameter space. Our results suggest that the branching fractions of several decays are close to current sensitivities (likely within reach of future facilities), some being already in conflict with current data (as is the case of K-broken vertical bar -> l(alpha)(broken vertical bar)+l(beta)(+)pi(-), and tau(-)->mu(broken vertical bar)pi(-)pi(-)). We use these processes to extract constraints on all entries of an enlarged definition of a 3 x 3 “effective” Majorana neutrino mass matrix m(v)(alpha beta). |

Abstract |
Neutrinos propagating in dense neutrino media such as core-collapse supernovae and neutron star merger remnants can experience the so-called fast flavor conversions on scales much shorter than those expected in vacuum. A very generic class of fast flavor instabilities is the ones which are produced by the backward scattering of neutrinos off the nuclei at relatively large distances from the supernova core. In this study we demonstrate that despite their ubiquity, such fast instabilities are unlikely to cause significant flavor conversions if the population of neutrinos in the backward direction is not large enough. Indeed, the scattering-induced instabilities can mostly impact the neutrinos traveling in the backward direction, which represent only a small fraction of neutrinos at large radii. We show that this can be explained by the shape of the unstable flavor eigenstates, which can be extremely peaked at the backward angles. |

Abstract |
On 2017 August 17 a binary neutron star coalescence candidate (later designated GW170817) with merger time 12:41:04 UTC was observed through gravitational waves by the Advanced LIGO and Advanced Virgo detectors. The Fermi Gamma-ray Burst Monitor independently detected a gamma-ray burst (GRB 170817A) with a time delay of similar to 1.7 s with respect to the merger time. From the gravitational-wave signal, the source was initially localized to a sky region of 31 deg(2) at a luminosity distance of 40(-8)(+8) Mpc and with component masses consistent with neutron stars. The component masses were later measured to be in the range 0.86 to 2.26 M-circle dot. An extensive observing campaign was launched across the electromagnetic spectrum leading to the discovery of a bright optical transient (SSS17a, now with the IAU identification of AT 2017gfo) in NGC 4993 (at similar to 40 Mpc) less than 11 hours after the merger by the One-Meter, Two Hemisphere (1M2H) team using the 1 m Swope Telescope. The optical transient was independently detected by multiple teams within an hour. Subsequent observations targeted the object and its environment. Early ultraviolet observations revealed a blue transient that faded within 48 hours. Optical and infrared observations showed a redward evolution over similar to 10 days. Following early non-detections, X-ray and radio emission were discovered at the transient's position similar to 9 and similar to 16 days, respectively, after the merger. Both the X-ray and radio emission likely arise from a physical process that is distinct from the one that generates the UV/optical/near-infrared emission. No ultra-high-energy gamma-rays and no neutrino candidates consistent with the source were found in follow-up searches. These observations support the hypothesis that GW170817 was produced by the merger of two neutron stars in NGC4993 followed by a short gamma-ray burst (GRB 170817A) and a kilonova/macronova powered by the radioactive decay of r-process nuclei synthesized in the ejecta. |

Abstract |
The standard Lambda Cold Dark Matter (Lambda CDM) cosmological model provides a good description of a wide range of astrophysical and cosmological data. However, there are a few big open questions that make the standard model look like an approximation to a more realistic scenario yet to be found. In this paper, we list a few important goals that need to be addressed in the next decade, taking into account the current discordances between the different cosmological probes, such as the disagreement in the value of the Hubble constant H-0, the sigma(8)-S-8 tension, and other less statistically significant anomalies. While these discordances can still be in part the result of systematic errors, their persistence after several years of accurate analysis strongly hints at cracks in the standard cosmological scenario and the necessity for new physics or generalisations beyond the standard model. In this paper, we focus on the 5.0 sigma tension between the Planck CMB estimate of the Hubble constant H-0 and the SH0ES collaboration measurements. After showing the H-0 evaluations made from different teams using different methods and geometric calibrations, we list a few interesting new physics models that could alleviate this tension and discuss how the next decade's experiments will be crucial. Moreover, we focus on the tension of the Planck CMB data with weak lensing measurements and redshift surveys, about the value of the matter energy density Omega(m), and the amplitude or rate of the growth of structure (sigma(8), f sigma(8)). We list a few interesting models proposed for alleviating this tension, and we discuss the importance of trying to fit a full array of data with a single model and not just one parameter at a time. Additionally, we present a wide range of other less discussed anomalies at a statistical significance level lower than the H-0-S-8 tensions which may also constitute hints towards new physics, and we discuss possible generic theoretical approaches that can collectively explain the non-standard nature of these signals. Finally, we give an overview of upgraded experiments and next-generation space missions and facilities on Earth that will be of crucial importance to address all these open questions. |

Abstract |
The High Altitude Water Cherenkov (HAWC) observatory and the High Energy Stereoscopic System (H.E.S.S.) are two leading instruments in the ground-based very-high-energy gamma-ray domain. HAWC employs the water Cherenkov detection (WCD) technique, while H.E.S.S. is an array of Imaging Atmospheric Cherenkov Telescopes (IACTs). The two facilities therefore differ in multiple aspects, including their observation strategy, the size of their field of view, and their angular resolution, leading to different analysis approaches. Until now, it has been unclear if the results of observations by both types of instruments are consistent: several of the recently discovered HAWC sources have been followed up by IACTs, resulting in a confirmed detection only in a minority of cases. With this paper, we go further and try to resolve the tensions between previous results by performing a new analysis of the H.E.S.S. Galactic plane survey data, applying an analysis technique comparable between H.E.S.S. and HAWC. Events above 1 TeV are selected for both data sets, the point-spread function of H.E.S.S. is broadened to approach that of HAWC, and a similar background estimation method is used. This is the first detailed comparison of the Galactic plane observed by both instruments. H.E.S.S. can confirm the gamma-ray emission of four HAWC sources among seven previously undetected by IACTs, while the three others have measured fluxes below the sensitivity of the H.E.S.S. data set. Remaining differences in the overall gamma-ray flux can be explained by the systematic uncertainties. Therefore, we confirm a consistent view of the gamma-ray sky between WCD and IACT techniques. |

Abstract |
Three spare modules of the ATLAS Tile Calorimeter were exposed to test beams from the Super Proton Synchrotron accelerator at CERN in 2017. The detector's measurements of the energy response and resolution to positive pions and kaons, and protons with energies ranging from 16 to 30 GeV are reported. The results have uncertainties of a few percent. They were compared to the predictions of the Geant4-based simulation program used in ATLAS to estimate the response of the detector to proton-proton events at the Large Hadron Collider. The determinations obtained using experimental and simulated data agree within the uncertainties. |

Abstract |
We report on the status of efforts to improve the reinterpretation of searches and measurements at the LHC in terms of models for new physics, in the context of the LHC Reinterpretation Forum. We detail current experimental offerings in direct searches for new particles, measurements, technical implementations and Open Data, and provide a set of recommendations for further improving the presentation of LHC results in order to better enable reinterpretation in the future. We also provide a brief description of existing software reinterpretation frameworks and recent global analyses of new physics that make use of the current data. |

Abstract |
The existence of nonzero neutrino masses points to the likely existence of multiple Standard Model neutral fermions. When such states are heavy enough that they cannot be produced in oscillations, they are referred to as heavy neutral leptons (HNLs). In this white paper, we discuss the present experimental status of HNLs including colliders, beta decay, accelerators, as well as astrophysical and cosmological impacts. We discuss the importance of continuing to search for HNLs, and its potential impact on our understanding of key fundamental questions, and additionally we outline the future prospects for next-generation future experiments or upcoming accelerator run scenarios. |

Abstract |
Physical theories that depend on many parameters or are tested against data from many different experiments pose unique challenges to statistical inference. Many models in particle physics, astrophysics and cosmology fall into one or both of these categories. These issues are often sidestepped with statistically unsound ad hoc methods, involving intersection of parameter intervals estimated by multiple experiments, and random or grid sampling of model parameters. Whilst these methods are easy to apply, they exhibit pathologies even in low-dimensional parameter spaces, and quickly become problematic to use and interpret in higher dimensions. In this article we give clear guidance for going beyond these procedures, suggesting where possible simple methods for performing statistically sound inference, and recommendations of readily-available software tools and standards that can assist in doing so. Our aim is to provide any physicists lacking comprehensive statistical training with recommendations for reaching correct scientific conclusions, with only a modest increase in analysis burden. Our examples can be reproduced with the code publicly available at Zenodo. |

Solar neutrino measurements using the full data period of Super-Kamiokande-IV |

Abstract |
An analysis of solar neutrino data from the fourth phase of Super-Kamiokande (SK-IV) from October 2008 to May 2018 is performed and the results are presented. The observation time of the dataset of SK- IV corresponds to 2970 days and the total live time for all four phases is 5805 days. For more precise solar neutrino measurements, several improvements are applied in this analysis: lowering the data acquisition threshold in May 2015, further reduction of the spallation background using neutron clustering events, precise energy reconstruction considering the time variation of the PMT gain. The observed number of solar neutrino events in 3.49-19.49 MeV electron kinetic energy region during SK-IV is 65, 443(-388)(+390) (stat.) +/- 925(syst.) events. Corresponding B-8 solar neutrino flux is (2.314 +/- 0.014(stat.) +/- 0.040(syst.)) x 106 cm(-2) s(-1), assuming a pure electron-neutrino flavor component without neutrino oscillations. The flux combined with all SK phases up to SK-IV is (2.336 +/- 0.011(stat.) +/- 0.043(syst.)) x 106 cm(-2) s(-1). Based on the neutrino oscillation analysis from all solar experiments, including the SK 5805 days dataset, the best-fit neutrino oscillation parameters are sin(2)theta(12,solar) = 0.306 +/- 0.013 and Delta m(21,solar)(2) = (6.10(-0.81)(+0.95)) x 10(-5) eV(2), with a deviation of about 1.5 sigma from the Delta m(21)(2) parameter obtained by KamLAND. The best-fit neutrino oscillation parameters obtained from all solar experiments and KamLAND are sin(2)theta(12, global) = 0.307 +/- 0.012 and Delta m(21,) (2)(global) = (7.50(-0.18)(+0.19)) x 10(-5) eV(2). |
