Abstract: The existence of nonzero neutrino masses points to the likely existence of multiple Standard Model neutral fermions. When such states are heavy enough that they cannot be produced in oscillations, they are referred to as heavy neutral leptons (HNLs). In this white paper, we discuss the present experimental status of HNLs including colliders, beta decay, accelerators, as well as astrophysical and cosmological impacts. We discuss the importance of continuing to search for HNLs, and its potential impact on our understanding of key fundamental questions, and additionally we outline the future prospects for next-generation future experiments or upcoming accelerator run scenarios.

Abstract: The existence of right-handed neutrinos, or heavy neutral leptons (HNLs), is strongly motivated by the observation of neutrino masses and mixing. The mass of these new particles could lie below the electroweak scale, making them accessible to lowenergy laboratory experiments. Additional new physics at high energies can mediate new interactions between the Standard Model particles and HNLs, and is most conveniently parametrized by the neutrino Standard Model Effective Field Theory, or nu SMEFT for short. In this work, we consider the dimension six nu SMEFT operators involving one HNL field in the mass range of O(1) MeV < MN < O(100) GeV. By recasting existing experimental limits on the production and decay of new light particles, we constrain the Wilson coefficients and new physics scale of each operator as a function of the HNL mass.

Abstract: The exploration of the universe has recently entered a new era thanks to the multi-messenger paradigm, characterized by a continuous increase in the quantity and quality of experimental data that is obtained by the detection of the various cosmic messengers (photons, neutrinos, cosmic rays and gravitational waves) from numerous origins. They give us information about their sources in the universe and the properties of the intergalactic medium. Moreover, multi-messenger astronomy opens up the possibility to search for phenomenological signatures of quantum gravity. On the one hand, the most energetic events allow us to test our physical theories at energy regimes which are not directly accessible in accelerators; on the other hand, tiny effects in the propagation of very high energy particles could be amplified by cosmological distances. After decades of merely theoretical investigations, the possibility of obtaining phenomenological indications of Planck-scale effects is a revolutionary step in the quest for a quantum theory of gravity, but it requires cooperation between different communities of physicists (both theoretical and experimental). This review, prepared within the COST Action CA18108 “Quantum gravity phenomenology in the multi-messenger approach”, is aimed at promoting this cooperation by giving a state-of-the art account of the interdisciplinary expertise that is needed in the effective search of quantum gravity footprints in the production, propagation and detection of cosmic messengers.

Abstract: The exquisite capabilities of liquid Argon Time Projection Chambers make them ideal to search for weakly interacting particles in Beyond the Standard Model scenarios. Given their location at CERN the ProtoDUNE detectors may be exposed to a flux of such particles, produced in the collisions of 400 GeV protons (extracted from the Super Proton Synchrotron accelerator) on a target. Here we point out the interesting possibilities that such a setup offers to search for both long-lived unstable particles (Heavy Neutral Leptons, axion-like particles, etc) and stable particles (e.g. light dark matter, or millicharged particles). Our results show that, under conservative assumptions regarding the expected luminosity, this setup has the potential to improve over present bounds for some of the scenarios considered. This could be done within a short timescale, using facilities that are already in place at CERN, and without interfering with the experimental program in the North Area at CERN.

Abstract: The extended electroweak SU(3)(c) circle times SU(3)(L) circle times U(1)(X) symmetry framework “explaining” the number of fermion families is revisited. While 331-based schemes can not easily be unified within the conventional field theory sense, we show how to do it within an approach based on D-branes and (un)oriented open strings, on Calabi-Yau singularities. We show how the theory can be UV-completed in a quiver setup, free of gauge and string anomalies. Lepton and baryon numbers are perturbatively conserved, so neutrinos are Dirac-type, and their lightness results from a novel TeV scale seesaw mechanism. Dynamical violation of baryon number by exotic instantons could induce neutron-antineutron oscillations, with proton decay and other dangerous R-parity violating processes strictly forbidden. Abstract: The extraction of the neutrino mass ordering is one of the major challenges in particle physics and cosmology, not only for its implications for a fundamental theory of mass generation in nature, but also for its decisive role in the scale of future neutrinoless double beta decay experimental searches. It has been recently claimed that current oscillation, beta decay and cosmological limits on the different observables describing the neutrino mass parameter space provide robust decisive Bayesian evidence in favor of the normal ordering of the neutrino mass spectrum [1]. We further investigate these strong claims using a rich and wide phenomenology, with different sampling techniques of the neutrino parameter space. Contrary to the findings of Jimenez et al. [1], no decisive evidence for the normal mass ordering is found. Neutrino mass ordering analyses must rely on priors and parameterizations that are ordering-agnostic: robust results should be regarded as those in which the preference for the normal neutrino mass ordering is driven exclusively by the data, while we find a difference of up to a factor of 33 in the Bayes factors among the different priors and parameterizations exploited here. An ordering-agnostic prior would be represented by the case of parameterizations sampling over the two mass splittings and a mass scale, or those sampling over the individual neutrino masses via normal prior distributions only. In this regard, we show that the current significance in favor of the normal mass ordering should be taken as 2.7 sigma (i.e. moderate evidence), mostly driven by neutrino oscillation data. Let us stress that, while current data favor NO only mildly, we do not exclude the possibility that this may change in the future. Eventually, upcoming oscillation and cosmological data may (or may not) lead to a more significant exclusion of IO.

Abstract: The first gamma-ray burst detections by Imaging Atmospheric Cherenkov Telescopes have been recently announced: GRB 190114C, detected by MAGIC, GRB 180720B and GRB 190829A, observed by H.E.S.S. A dedicated search for neutrinos in space and time coincidence with the gamma-ray emission observed by IACTs has been performed using ANTARES data. The search covers both the prompt and afterglow phases, yielding no neutrinos in coincidence with the three GRBs studied. Upper limits on the energetics of the neutrino emission are inferred. The resulting upper limits are several orders of magnitude above the observed gamma-ray emission, and they do not allow to constrain the available models.

Abstract: The focus of this paper lies on the possible experimental tests of leptogenesis scenarios. We consider both leptogenesis generated from oscillations, as well as leptogenesis from out-of-equilibrium decays. As the Akhmedov-Rubakov-Smirnov (ARS) mechanism allows for heavy neutrinos in the GeV range, this opens up a plethora of possible experimental tests, e.g. at neutrino oscillation experiments, neutrinoless double beta decay, and direct searches for neutral heavy leptons at future facilities. In contrast, testing leptogenesis from out-of-equilibrium decays is a quite difficult task. We comment on the necessary conditions for having successful leptogenesis at the TeV-scale. We further discuss possible realizations and their model specific testability in extended seesaw models, models with extended gauge sectors, and supersymmetric leptogenesis. Not being able to test high-scale leptogenesis directly, we present a way to falsify such scenarios by focusing on their washout processes. This is discussed specifically for the left-right symmetric model and the observation of a heavy W-R, as well as model independently when measuring Delta L = 2 washout processes at the LHC or neutrinoless double beta decay.

Abstract: The framed standard model (FSM) is obtained from the standard model by incorporating, as field variables, the frame vectors (vielbeins) in internal symmetry space. It gives the standard Higgs boson and 3 generations of quarks and leptons as immediate consequences. It gives moreover a fermion mass matrix of the form: m = mT alpha alpha dagger, where alpha is a vector in generation space independent of the fermion species and rotating with changing scale, which has already been shown to lead, generically, to up-down mixing, neutrino oscillations and mass hierarchy. In this paper, pushing the FSM further, one first derives to 1-loop order the RGE for the rotation of alpha, and then applies it to fit mass and mixing data as a first test of the model. With 7 real adjustable parameters, 18 measured quantities are fitted, most (12) to within experimental error or to better than 0.5 percent, and the rest (6) not far off. (A summary of this fit can be found in Table 2 of this paper.) Two notable features, both generic to FSM, not just specific to the fit, are: (i) that a theta-angle of order unity in the instanton term in QCD would translate via rotation into a Kobayashi-Maskawa phase in the CKM matrix of about the observed magnitude (J similar to 10(-5)), (ii) that it would come out correctly that m(u) < m(d), despite the fact that m(t) >> m(b), m(c) >> m(s). Of the 18 quantities fitted, 12 are deemed independent in the usual formulation of the standard model. In fact, the fit gives a total of 17 independent parameters of the standard model, but 5 of these have not been measured by experiment.

Abstract: The group velocity of light has been measured at eight different wavelengths between 385 nm and 532 nm in the Mediterranean Sea at a depth of about 2.2 km with the ANTARES optical beacon systems. A parametrisation of the dependence of the refractive index on wavelength based on the salinity, pressure and temperature of the sea water at the ANTARES site is in good agreement with these measurements.
