The participants spanned the fields of neutrino, dark matter, and electric dipole moment physics. All presentations at the workshop were made in plenary sessions. This document summarizes the experiences and lessons learned from experiments in these fields at developing high voltage systems in noble liquids. %K Noble liquid detectors (scintillation %K ionization %K double-phase) %K Neutrino detectors %K Neutron detectors (cold %K thermal %K fast neutrons) %K Dark Matter detectors (WIMPs %K axions %K etc.) %R 10.1088/1748-0221/9/08/T08004 %U http://arxiv.org/abs/arXiv:1403.3613 %U https://doi.org/10.1088/1748-0221/9/08/T08004 %P T08004 - 57pp
