Abstract |
We derive general bounds on the Type-III Seesaw parameters from a global fit to flavor and electroweak precision data. We explore and compare three Type-III Seesaw realizations: a general scenario, where an arbitrary number of heavy triplets is integrated out without any further assumption, and the more constrained cases in which only 3 or 2 (minimal scenario) additional heavy states are included. The latter assumption implies rather non-trivial correlations in the Yukawa flavor structure of the model so as to reproduce the neutrino masses and mixings as measured in neutrino oscillations experiments and thus qualitative differences can be found with the more general scenario. In particular, we find that, while the bounds on most elements of the dimension 6 operator coefficients are of order 10(-4) for the general and 3-triplet cases, the 2-triplet scenario is more strongly constrained with bounds between 10(-5) and 10(-7) for the different flavours. We also discuss how these correlations affect the present CMS constraints on the Type-III Seesaw in the minimal 2-triplet scenario. |

Abstract |
Recently, the ANITA collaboration announced the detection of new, unsettling upgoing Ultra-High-Energy (UHE) events. Understanding their origin is pressing to ensure success of the incoming UHE neutrino program. In this work, we study their internal consistency and the implications of the lack of similar events in IceCube. We introduce a generic, simple parametrization to study the compatibility between these two observatories in Standard Model-like and Beyond Standard Model scenarios: an incoming flux of particles that interact with Earth nucleons with cross section sigma, producing particle showers along with long-lived particles that decay with lifetime iota and generate a shower that explains ANITA observations. We find that the ANITA angular distribution imposes significant constraints, and when including null observations from IceCube only iota similar to 10(-3)-10(-2) s and sigma similar to 10(-33) -10(-32) cm(2) can explain the data. This hypothesis is testable with future IceCube data. Finally, we discuss a specific model that can realize this scenario. Our analysis highlights the importance of simultaneous observations by high-energy optical neutrino telescopes and new UHE radio detectors to uncover cosmogenic neutrinos or discover new physics. |

Abstract |
Particle physics today faces the challenge of explaining the mystery of dark matter, the origin of matter over anti-matter in the Universe, the origin of the neutrino masses, the apparent fine-tuning of the electro-weak scale, and many other aspects of fundamental physics. Perhaps the most striking frontier to emerge in the search for answers involves new physics at mass scales comparable to familiar matter, below the GeV-scale, or even radically below, down to sub-eV scales, and with very feeble interaction strength. New theoretical ideas to address dark matter and other fundamental questions predict such feebly interacting particles (FIPs) at these scales, and indeed, existing data provide numerous hints for such possibility. A vibrant experimental program to discover such physics is under way, guided by a systematic theoretical approach firmly grounded on the underlying principles of the Standard Model. This document represents the report of the FIPs 2022 workshop, held at CERN between the 17 and 21 October 2022 and aims to give an overview of these efforts, their motivations, and the decadal goals that animate the community involved in the search for FIPs. |

Abstract |
With the establishment and maturation of the experimental programs searching for new physics with sizeable couplings at the LHC, there is an increasing interest in the broader particle and astrophysics community for exploring the physics of light and feebly-interacting particles as a paradigm complementary to a New Physics sector at the TeV scale and beyond. FIPs 2020 has been the first workshop fully dedicated to the physics of feebly-interacting particles and was held virtually from 31 August to 4 September 2020. The workshop has gathered together experts from collider, beam dump, fixed target experiments, as well as from astrophysics, axions/ALPs searches, current/future neutrino experiments, and dark matter direct detection communities to discuss progress in experimental searches and underlying theory models for FIPs physics, and to enhance the cross-fertilisation across different fields. FIPs 2020 has been complemented by the topical workshop “Physics Beyond Colliders meets theory”, held at CERN from 7 June to 9 June 2020. This document presents the summary of the talks presented at the workshops and the outcome of the subsequent discussions held immediately after. It aims to provide a clear picture of this blooming field and proposes a few recommendations for the next round of experimental results. |

Abstract |
The existence of nonzero neutrino masses points to the likely existence of multiple Standard Model neutral fermions. When such states are heavy enough that they cannot be produced in oscillations, they are referred to as heavy neutral leptons (HNLs). In this white paper, we discuss the present experimental status of HNLs including colliders, beta decay, accelerators, as well as astrophysical and cosmological impacts. We discuss the importance of continuing to search for HNLs, and its potential impact on our understanding of key fundamental questions, and additionally we outline the future prospects for next-generation future experiments or upcoming accelerator run scenarios. |

Abstract |
We study the constraints imposed by neutrino oscillation experiments on the minimal extensions of the Standard Model (SM) with n(R) gauge singlet fermions (“right-handed neutrinos”), that can account for neutrino masses. We consider the most general coupling of the new fields to the SM fields, in particular those that break lepton number and we do not assume any a priori hierarchy in the mass parameters. We proceed to analyze these models starting from the lowest level of complexity, defined by the number of extra fermionic degrees of freedom. The simplest choice that has enough free parameters in principle (i.e. two mass differences and two angles) to explain the confirmed solar and atmospheric oscillations corresponds to n(R) = 1. This minimal choice is shown to be excluded by data. The next-to-minimal choice corresponds to n(R) = 2. We perform a systematic study of the full parameter space in the limit of degenerate Majorana masses by requiring that at least two neutrino mass differences correspond to those established by solar and atmospheric oscillations. We identify several types of spectra that can fit long-baseline reactor and accelerator neutrino oscillation data, but fail in explaining solar and/or atmospheric data. The only two solutions that survive are the expected seesaw and quasi-Dirac regions, for which we set lower and upper bounds respectively on the Majorana mass scale. Solar data from neutral current measurements provide essential information to constrain the quasi-Dirac region. The possibility to accommodate the LSND/MiniBoone and reactor anomalies, and the implications for neutrinoless double-beta decay and tritium beta decay are briefly discussed. |
